América Latina de cara al nuevo milenio: perspectivas para el desarrollo sostenible

Abstract

After the lost decade of the 1980s, the 1990s represent the “decade of hope“ for Latin America. A vigorous economic transformation is reducing the role of the state and allowing the private sector to become once again the main engine of development. What is the relation between this growing role of the private sector and the increasingly important need to conserve the environment? This article explores this relation and establishes that a healthy environment is the foundation over which long-term sustainable development can be built. Furthermore, given the very rich natural resources and environmental characteristics of the region, the main comparative advantages over which prosperous Latin America societies can be built must consider these ecological riches. The beginning of the third millennium provides an excellent opportunity for this paradigm shift to occur.

Luego de la década perdida de los años ochenta, 1990 se ha convertido en la “década de la esperanza“ para América Latina. Una vigorosa transformación económica ha reducido el papel del Estado y le ha devuelto al sector privado, el lugar que le corresponde como motor de desarrollo. Al mismo tiempo, no se ha logrado revertir las serias tendencias de degradación ambiental en la región. Este artículo explora las relaciones entre el medio ambiente y el desarrollo, y demuestra que un medio ambiente sano es el principal cimiento del desarrollo a largo plazo. Además, y dado que las ventajas comparativas de la región están basadas en sus características ambientales, el medio ambiente representa la mejor oportunidad para construir sociedades prósperas. El advenimiento del tercer milenio parece ser el momento adecuado para implementar estos modelos de desarrollo.
