dc.description.abstractEn el presente artículo, los autores identifican un problema latente que se deriva del ejercicio de competencias compartidas entre el gobierno central y los gobiernos sub-nacionales: la disparidad de regulación entre los TUPA de los gobiernos locales entre sí, así como la contradicción entre la regulación municipal y las normas que regulan un sector o actividad económica con alcance nacional. Luego, a partir de una investigación empírica, se evidencia la existencia de esta mala práctica aún presente en la gestión de los gobiernos sub-nacionales, con prescindencia de su nivel de competitividad. Los autores concluyen que las medidas implementadas hasta la fecha resultan aún insuficientes para abarcar esta problemática, por lo que proponen la estandarización de los TUPA y la implementación de procedimientos administrativos en línea para los casos en que los requisitos y exigencias para la realización de una actividad económica se encuentren regulados por normas del gobierno central.es_PE
dc.description.abstractIn this article, the authors identify a latent problem that stems from the exercise of shared competences between central and sub-national governments: the disparity of regulation between each other local government TUPA, as well as the contradiction between municipal regulation and the norms that regulate a sector or economic activity with national scope. Then, based on empirical research, the existence of this practice still present in the management of sub-national governments is evidenced, regardless of their level of competitiveness. The authors conclude that the measures implemented are still insufficient to cover this problem, so they propose the standardization of TUPA and the implementation of online administrative procedures for cases in which the requirements and demands for the conduct of an economic activity are regulated by central government rules.en
